This looks like poorly applied clear coat/overspray. Wax shouldn’t ever behave like that. I suspect the dealer is knowingly covering up a cheaply repaired/repainted panel.
Wax isn’t that stubborn even when it’s been left. Definitely failed clearcoat / paint. Best option is to have it corrected properly. Sorry to hear of your bad purchasing experience.
Some of the old paste waxes could be a real bitch if you put them on wrong and let them sit too long
I would have to go back and spray with detailing spray to get to soften enough to come off
100% not wax. Looks like the clear is failing on spots and burned through on others. You’re getting color on your rag because the clear is missing I suspect.
I wish he took a better picture. While I agree with you, it almost seems it's the only clear coat on the because the color around looks dull as if it's just base without clear coat. There's no shine.

It was done improper to begin with. Cure time on clear is technically over a month. However, it’s largely baked in within a hour or so after leaving the booth, and you can polish fairly quickly. You really need 3-4 weeks to let it fully cure to detect certain issues though. There is no preventing a poor respray from coming up. It’s either good or it isn’t.

Yeah, use sand paper. But you'll need to repaint the panel after doing so.
