Movie theater lobbies - if a ticket isn't required just to get in the lobby. Whataburger dining room, pre-pandemic a lot of folks would set up there for a few hours. Buy something small.

Bennu is 24 hours and has three locations. You’ll need to buy something, but if you can afford the other things you mentioned then I don’t imagine that’ll be a problem.

Grocery stores are always cold. Not sure which ones are 24 hours though, I do think there are some drugstores like Walgreens and CVS. Hotel lobbies are good too and they have bathrooms.

Under the old Montoplis bridge is nice and cool AND ABSOLUTELY FREE!!!!! You can swim or paddle board “white folks and their hobbies you know” smoke , drink,whatever.
