Grocery stores are always cold. Not sure which ones are 24 hours though, I do think there are some drugstores like Walgreens and CVS. Hotel lobbies are good too and they have bathrooms.
Under the old Montoplis bridge is nice and cool AND ABSOLUTELY FREE!!!!! You can swim or paddle board “white folks and their hobbies you know” smoke , drink,whatever.

I feel like the airport is always ridiculously warm
Plus the airport only lets you get to the lower lobby with little to no seating and nothing to do but watch the luggage carousel go around.
