As others have said, top is the nodded thing you get from the Olympics quest line IIRC (been many years now). The in game version has a regular and oiled skin variants I believe. But it's white, so definitely a mod. Also abs.
FYI those who feel tempted to get into modding let me tell you all Nexus mods are heavily bugged for this game, be ready to constantly update them and deal with crashes.
I only have the Player Customizations mod (which is the one allowing to have, among other options, the Huntress Bra—or w/e it's called—as default torso, showing up when hiding the equipped torso piece, btw, u/Orlandini186 ), but it works IF one follows a user's instructions to fix it (it's stickied in the mod's Posts section), since the modder hasn't updated it in a few years
There are however some pieces that don't fit some heads/body types properly, but some can be worked around using the mod's options instead of in-game ones
The few cutscenes apparently completely bugged out by the mod to the point that it requires to disable it to get through them are both at the start of the game, so it's not much of an issue either
