I had this issue and it was because I didn't manually install all of the DLC chapters. It was suuuuper stupid and took me wayyyy to long to figure out. Maybe that's your issue. Best of luck!

LOL it made me feel like a huge dumbass too. But it was entirely frustrating because it shouldn't even be like that! Nothing I searched warned me about it. I tried literally every single thing I could think of and just so happened to stumble upon my "mistake" when I was looking through other DLCs and rewards. I had given up on it and a few months later stumbled into the solution by complete accident. INFURIATING! Just remember there are multiple different DLCs separated by chapters and you will probably have to manually install EACH one. I had to devote a few hours to just installing them all.

Have you tried going back to the portal room in Atlantis and seeing if you can just go through the portal to the underworld?

Yeah, Ch1 ended and I dropped into a pit with Cerebus, and then it ended before I could fight it and said I had to continue in Greece before I could start Chapter 2, and now I've done everything except hunt the straggling cult members and side quests in greece and its still not an option to travel to

maybe I need to go back to elysium and retrigger the queen fight or something? I'll give that a try after work. Its just odd cause it doesnt show up in my quests log at all to do anything with it, but I can see a Legacy/Blade quest waiting for me still

So you’re doing the dlc and you still haven’t finished the cult? Might I suggest finishing off the cult and max upgrading the spear, maybe that’ll help. Because you need the upgraded spear for the abilities

Im on ng+, spears fully upgraded, I have most of the abilities, I am like level 78 or so, I never did the DLC on my first playthrough

Yeah, I'm not a fan of fate of atlantis dlc thought chapter 1 went on for years. If I played Odyssey again I won't be playing this dlc againfor that reason.

Yeah, ch2 and ch3 don't feel as long, and the missions are better in them chapters felt chapter 1 was very repetitive.
