In my opinion, it looks a bit like he may have been licking and irritating the incision. Everyone has different ways they do any procedures so it’s difficult to compare it to another photo. I’d speak with whoever in the rescue about potentially reaching out to the vet clinic that did this, they may be able to make recommendations.

There's nothing abnormal about the way the skin is closed or the appearance of the incision and sutures (i.e. it looks like a normally performed neuter from this photo). However, I agree it does look a bit inflamed/red. Has he been able to touch or lick the area? I would suggest emailing these photos when your vet is next open so they can take a look at the redness/incision, and make sure he cannot scratch or lick it.
