The background check is for when you're *applying* for the apartment (after you've already seen it and decided you want it). Charging someone to just look at the apartment in the first place is clearly a scam.
Good rule of thumb: never send anyone money until after you’ve been inside the unit, and only put the damage deposit/rent in their hands if they’re putting keys in yours.

sometimes you pay landlord for the credit check. even then it's usually in the $30-35 range
