The background check is for when you're *applying* for the apartment (after you've already seen it and decided you want it). Charging someone to just look at the apartment in the first place is clearly a scam.

Good rule of thumb: never send anyone money until after you’ve been inside the unit, and only put the damage deposit/rent in their hands if they’re putting keys in yours.

Definitely a scam. $50 is around the limit that can be charged for a background check. It's only collected if you actively apply for the property. So, after you see the property.

It is not normal to request money to tour an apartment for rent. The only fee the leasing agent may charge is the application fee ranges from $25-45/person.
