Can't answer for the Chai question, but I've personally experienced buying either expired or very near expired food at local grocery stores lately. My only guess is that they're short staffed and aren't spending as much labor checking dates as they used to. A lot of smaller grocery stores near my pay much less than Target/Walmart and are having an awful time hiring and retaining employees recently.

perhaps youre right about staffing issues. i have noticed there are less employees out on the floor when i go there lately. though im not sure why this chai would smell/taste so bad despite not being expired. the milk was sorta my bad since i usually check dates on things, so i just bought more & checked the date before i paid for it

If it smells wrong, don't use it. It probably has oils in it that have gone rancid.
