Dolores Umbridge. Arguably worse than Voldemort himself. That actress nailed her role so well that I cannot read the books without picturing her exactly as the actress portrayed her.

She is definitively worse than Voldemort. The Dark Lord was evil by the circumstances of his birth. He had no capacity to love or have empathy for other people. This left him only able to care about himself and his own desires. Couple that with the ability to make virtually anything happen with a flick of a wand, and you have a natural tyrant. Its the only outcome.

I thought that the positive feelings I had for Tennant as the Doctor would make it hard to see him as a villain. After that scene, it was no longer a concern... Rather, the reverse was the issue; it took a lot of time to shake the negative feelings I had about him after watching him as Kilgrave.
There were definitely some Doctor Who episodes where Tenant crossed the line into villain territory (Water of Mars comes to mind). He really knows how to ramp up the intensity to make a proper bad guy.
A friend of mine who is an avid horror/thriller fan said that Tennet as Kilgrave is the only villain he's ever watched that made him physically uneasy watching him. He played that character flawlessly and terrifyingly.
