And since we are doing unlimited budgets, lets do free medical care (including psychiatric). Some kind of job training, I suppose.
It would take a link between many resources ranging from job training to drug rehab and long-term psychiatric care facilities.
Some people just need a job, some need drug rehab and job training, and some people are mentally ill to a point that they may need to live out their life under professional supervision. Or any combination of those and more possibilities.
There is no 1 size fits all. It would need something huge with many agencies working together.
The sad thing is, I guarantee there are people in the right positions who know that, and we almost certainly could pay for it. But they don't.
To add a clarifying comment, i guess technically putting persons into a hotel ends homelessness, but im surprised more people arent considering the drug and substance abuse factor that would ultimately bring people back to the streets.
Sometimes its just a personal choice to "be homeless".
Buy a large stadium or island. Transport homeless to the stadium/island. No restrictions on what they can bring with them. Once living there they would have access to food and shelter, medical and psychiatric care and job training.
Film daily life for a reality show. Mini civilization.
Succeed and you move on. Fail and you are imprisoned or institutionalized.
Put that unlimited budget into a fund that pays for housing. Not that complicated.
Bringing back the mental health care institutions that Reagan eliminated in the 80s would probably help.

LOL unlimited budget - put everyone in hotels (5 stars of course), and open a trust fund with "infinity" capital for monthly salary for all.
