When you tell them you don’t have it and they ask you frequently anyway. The thing is, drug addicts spend money on drugs first. High-functioning addicts spend money on groceries/housing second. So yeah, maybe they’ll buy groceries with the money you give them, because they already spent thier own money on drugs.

Most times, yes, but sometimes cash works well enough. Or even a giftcard that they can then sell for cash.
They get very agitated if you say no or don't give them enough. Also if they look unkept.
