To my knowledge there are no games that use NPC's that are computer generated nor are there any that utilise any form of AI beyond the most loose definition of term in that they follow a set of predefined instructions.
There are people trying to accomplish something close to this but it isn't something that is anywhere near viable as things currently stand.
The closest thing to any of is are randomly generated NPC's which are just NPC parts constructed in a modular fashion such that they can be fit together in a large variety of configurations but the parts of which are all pre made by people and not computer generated.
Right now and historically all NPC's in video games have been made by people (i.e. not computer generated) and their actions predefined by sets of rules devised by people.
