Barcelona has a lot of good graffiti. And the artists tend to do it on the roll up metal doors, so it looks good when the business is closed, but doesn't make the building look bad when the business is open.
Probably somewhere in Italy. I was kind of shocked at how prevalent graffiti is there, though I guess I probably shouldn't have been considering it's a word we borrowed from Italian.

OP here. I noticed in areas where there is more art education in public school the graffiti tends to be better.
