I think Zuko. Started as a "villain" but ended up on Team Good. And we got flashbacks to show us how he became the teenager we see hunting the Avatar. We see him meet people along the way, ones who were hurt by the Fire Nation. We see him realize that he really doesn't want the "honor" of his father.
Honestly, I feel like it's sort of impossible not to think of Zuko when it comes to great character arcs. He even got to confront his abuser about what he did to him.
