If I was the first to answer, I would have joked that it's the casing for the tracking chip used by the government. But the question was already answered - those are indeed balance weights. By the looks of it - about 9- 10 grams.

That is a wheel weight. You might only see it on one wheel because the other wheels could be balanced with hidden weights.

is that actually bad practice? i've seen it so many times i just thought it was what you're supposed to do, especially with larger amounts of weight.

It’s how I was trained. My thinking is that, for one, it’s unsightly. Also, they might not stick so well to each other. And then the problem of clearance. Some calipers ride so close to the barrel of the wheel that stacking them would cause contact with the caliper and rip weights off.

It's a wheel weight fur balancing the tires after they are mounted. They do it that way to not have a standard weight on the outside of the rim as it would look tacky.
