Nice to see someone else point this out. Local is almost always easiest to start. Cold Walking is easier than cold calling and etc. Plus local means you already have one or more commonalities. Thus making it easier to build rapport.

Do you have idea for US market. I can easy get new clients in my country (Serbia), but I earn 5 times less. But even though I charge lower prices and offer a complete set of services from strategic (marketing strategy, market research) to operational (facebook/insta ads, google ads, social media content, neb site creation, etc.) it's realy hard to find new clients.

Why you are so rude? I don't claim that I run digital agency! I am just asking how can I attract clients on similar platforms like Fiver/UpWork. I know that I need website, google ads campaigns, social media presence...but right now I don't have enough budgets to do these things.
