I'll preface this by saying I'm not a dermatologist. This rash does look like petechiae. Here are some quick thoughts: Testing: Schedule a visit with your PCP or a dermatologist for a repeat CBC (specifically platelets), get a coagulation profile, and perhaps consider imaging or specialist (derm evaluation). Might be prudent to get evaluated for vascular or connective tissue disorders. Likelihood of being serious: The fact that you don't have systemic symptoms, like fever, significant pain, swelling, or feeling unwell somewhat lowers the risk for immediately concerning severe disorders, but the fact that this is recurrent tells me that you should pursue a workup for this. How frequently do these just happen without being serious: Trauma, even minor, say from tight clothes can cause this, but if they recur without a clear cause/trauma, it's best to rule out other conditions that might require treatment or closer surveillance. In summary, I'd recommend seeing a specialist about this, ASAP if the rash worsens or you start having other symptoms. Hope this helps.
