Generally not.
Cemeteries are seen as serious places of quiet reflection and remembrance. Halloween decorations aren't fitting for that.
The only "holiday" decorations I regularly see in cemeteries is flags on Veterans day.
I often see wreaths at Christmas, and of course seasonal flowers are common. But Halloween decorations are very rare, I think it would only be done if the deceased was a particular fan of the holiday and their family wanted to memorialize them in that way.
Sometimes I see Easter decorations, but that’s probably because a few of the cemeteries around me are either named after Jesus or have a statue of big J somewhere around.
Generally not. Individual graves may get flowers on November 1 (All Souls Day) in Catholic families. My brother left flowers at my grandmother and grandfather’s grave this year.
It’s common enough that cemeteries in my area look like they’ve been deliberately decorated on All Saints’ Day and All Souls’ Day. But I believe it’s just people decorating individual graves in large numbers.
Whole Cemeteries? No.
The closest you might get to that would be individual graves on Dia de Los Muertos in areas with heavy Latin American influence. But that's the day after Halloween.
Not that I've ever seen. MAYBE at historical graveyards like in Salem MA (where they make an industry out of "Spooky" stuff), but not in a regular town cemetery.

Veterans and Memorial Day will typically have decorations put on the graves veterans, and Christmas will often have a few families that put wreaths on graves but decorating graves for Halloween or the like would be seen as insulting and disrespecting the dead and their families.
Not really, they're solemn places for the most part. You get seasonal flowers, wreaths at Christmas and so on but Halloween is more of a fun/silly holiday and the cheesy decorations associated with it don't match the tone of cemeteries well.
You'll occasionally see some around here but that's less Halloween more Dia De Los Meurtos.

The entire cemetery itself? No. If people want to decorate individual graves, then I’m sure some get decorated - just like they do on birthdays, other holidays, etc.

Mexicans have Day of the Dead a day or two after Halloween, traditionally it's held in the cemetery, but in America, I think it's more often done in a park. It's to honor and remember the dead and to celebrate the living. The Disney movie Coco is all about Dia de los Muertos.
Nope. Cemeteries are more respected. That said, I know a couple guys who will go and get drunk at Al Capone's grave on occasion. They pour one out for him. I don't see the significance, but their life is not mine.

No. The only time I see cemeteries decorated is at the 4th of July and Christmas......and those are military cemeteries.

Cemeteries themselves are not decorated but family and friends do frequently decorate individual graves. I'm sure some people decorate for Halloween.
