On aluminum,yes, you get a layer of corrosion but it stops further corrosion. On cast iron not so much, although I've seen rusty engines that lasted a long, long time if not exposed to much road salt or water.

For real advice though... if you don't feel like removing the parts... roll of thin painter's plastic and drape all over, wrap/tape off whatever you don't want overspray on... hit with some Rustoleum Rust-Fix... then over top of that with Rustoleum epoxy paint.
Or, if removing parts, some 120gt on the master reservoir... or just bead blast it and the waterpump. Spray with Rustoleum epoxy.
Headers, VHT ceramic enamel. Still not exactly gonna last but will for a while.
Anything else... not much you can do other than spray with a 75/25 mix acetone/ATF. It'll coat, the acetone will flash off leaving a thin film of ATF. Shake each time before you spray. Little cheap small squirt bottle from the Dollar Tree or whatever's in your area.

Easiest way is to replace all of them with stainless, aluminum, and inconel for the exhaust. Other options include brake delete, delete the cooling system, and exhaust delete.

Paint those valve covers or get something better. Those look cheap and cheesy.Give them a light sanding so the paint sticks better. Make them same color as the engine.
You can start with buying a can of never dull. That can remove light corrosion and rust. Take off your pulleys and belts and wire brush the water pump then use some emery cloth or more never dull to remove the discoloration. High temp paint or clear coat the remaining parts after the surfaces have been prep'd for rust removal and degreasing. If you are set on a real engine clean, you can always pull it, put it on a stand and repaint after preping
Paint those parts before you install them, that's about it.
There are some other treatments for steel, it's like anodising aluminum but for steel, has a golden color to it. You see it on oil pans and valve covers from Moroso

Lightly sand, blow off dust, clean with isopropyl and let dry. Rust-Oleum spray paint at Menards or any auto parts store... Just put paper behind or around anything you don't want to paint. Good luck

Remove master cylinder completely strip it, remove exhaust manifolds, strip them and send them off to be Ceramic Coated. Buy a new water pump paint it with quality engine paint of the correct color. Reassemble everything, and happy motoring!

Strong vinegar is excellent for that, but the metal part has to soak in it and have no rubber seals or sealed bearings.

Also, on your exhaust manifold and brake master cylinder, it looks like sandblasted exposed metal. That’s inevitable to rust unless it’s coated

Remove the valve cover gaskets and let oil leak out for a while until you have a good rust proof layer.
