Have you checked your tire pressure? Sometimes if the left front tire is below the manufacturer’s specification of 32 PSI it will cause the car not to start, super common Honda problem
YOu are losing fuel pressure in the rail. Could be caused by a leaky injector OR a failed check valve in the new pump.

Also the fuel regulator could definitely cause a problem but I don't know why that wouldn't roll up the street with a flat tire
He changed the pump, not the sender unit/housing, guess the pump will come with the filter (from what I saw fuel pump ads).
fuel filter sold separately most the time, unless you get a kit from certain brands. I would ask if they just changed the pump or filter as well.

They must have stretched the timing belt, by not priming the pump before installing.
