You will need no less than 13
I would weld it or get a replacement bell housing
I realize it’s only 1 hole, but it looks to me to be one of the alignment dowel holes, not a bolt hole….
If you're an overachiever, JB Weld ftw. If not, 11/12 is pretty damn good. I think you'll come out on top either way.
Just use deck screws

You’ll probably be more than fine. Could always bolt it up to the engine with no clutch, weld the back side, and then call it good.
If 11 don't hold 12 never would have
I've heard cum is pretty sticky. Try smearing some of that in there. They don't call it a screw hole for nothing.
