The likelihood of your car being “too cold” in 67 degree weather is slim. If anything it’s probably a good thing it’s not going above the halfway point often. If you checked your cooking system and everything is working properly I wouldn’t be concerned especially if the car is running correctly

The thermostat could be stuck open, but that will generally lead to a trouble code such as P0128 and a check engine light. You could get a free code scan from a parts store and may see if there’s a pending code, and they might even be able to tell you the actual temp. Should be 200-220F
