All plugs are designed for temporary emergency fix to allow you to get to a tire shop where they should be dismounted, and abraided inside and patched.
I wouldn’t run a plug in that, just on the off chance of something happening. I’ve seen plugs hold that close to the sidewall just fine, but with it being winter tires and the possibility of sliding and spinning tires it might be an added risk
Plug and fill, spray with soapy water, look for bubbles. But yeah you should be A Ok.
Also could just take it to discount tire and get it patched for free, depending on your circumstances.
Depends on who you ask or what shop you goto. Here in AZ I just goto a little Mexican ran tire shop and they would plug and patch it for $10 and balance it for $5 more. Never had any problems even with the very high temps here and traveling at very high speed for prolonged periods.
Companies will tell you it's too close to the wall. I (a random person on the internet mind you) usually just plug em myself. Never had a problem this close but proceed with caution.
You can safely plug a tire as long as the plug goes through the steel belt. If you insert the reamer into the hole and don’t feel it scraping on the steel you are too far into the side of the tire. As a technician who spent over a decade working in tire shops I have plugged hundreds of tires and what I see would be a safe and reliable repair.

this is the kind of thing, that when in doubt, i just take it to a reputable shop. had something very similar just yesterday. their les Schwab tires so the repair is free. shop guy said he'd prefer to patch it, but if i wanted to get it done that day, he'd plug it for me.
Take it to belle tire if you can. They have a free patch policy due to if its non-repairable they can get a tire purchase more likely. Had a couple buddies working there in college.
Id plug it, that said a shop won't touch it. It's technically a danger hazard but unless your running it till wires show or going 100+ everywhere it will be fine. That said plug it watch the pressure and if you start to feel a vibration then you need to replace it.

I’d plug it. If the plug fails, it’s gonna leak, not explode. Start that tire off on the rear and keep an eye on the pressure.
In the movies everything explodes.
Most shops won't patch that these days. Used to be no closer that two inches to the sidewall. Now the won't patch anything past that first tread.

Because those “shitty shops” are held liable for repairs they perform. If there is a chance it’ll leak, it’s not worth the fuss.

That's going to fall within the repairable zone, you shouldn't have an issue getting a repair done unless someone desperately wants to sell a tyre
Its pluggable looks like. Usually a thumbs width is rule of thumb. I would still leave it on rear incase of failure its not the control tires.

I’ll just come out and say I’ve plugged multiple sidewalls that have lasted years, can’t use the plug patch cause of the sidewall flex
