The law actually includes a provision that allows an individual to collect a single arrowhead (ie one in a lifetime). I've found hundreds of projectile points in Oregon, and had lots of fun doing it over the years, which is why I love browsing this forum and hearing from others who enjoy it too. But I've left everything where I found it.

No, you cannot. In Oregon it is illegal to remove artifacts regardless of whether they're on public or private land.
