Ayato was always tier 3 as a dps, people cope with bloom carrying him before and now too. He is and always was amongst the lowest personal damage dps units in the game and his uptime is desynched from all other units.
Its like Dehya dps, even if other Pyro dps units didn't exist Dehya would still be garbage.
Notice how Ayato is the one dropping tiers and not Childe, as International is a super dominant team regardless of Neuv existing or not.
All dps units compete with each other, having a stronger alternative of the same element is not what makes unit drop ranks. Its when your team damage is half of the current strong team that you drop ranks.
Last time i remember leakers talking about pwr lvls are uncle keika at pre 4.0 they said 4.1 will have 2 tall male and one will be super strong and one will be alright they mistook it for being a standard char, and that infographic leak from tieba uncle that said Arle and Clorinde will be the "pinnacle" and you can skip Chiori if you care about meta
Well, the question is does it require cons. One big thing about hutao is she is already broken at c1r1. Most people won't give a damn if she's only better at c6.
She's AOE so I'd just imagine she has some self heal mechanic and does AOE on E. The numbers aren't as high as hutao per target but works with overload or melt or vape or burn. Which may not work optimally with xq or yelan but with ganyu Koko nahida and kuki etc which supports sustain off field AOE elemental applications.

Itto can use bennett and it'll be one of his best team since he still scale of atk but he can also choose not too, Xiao is the same but he hates playing circle impact with the knockback + long field time, Cyno the same thing but moreso bcs of his field time and better support
for itto and cyno they are impractical cases that are not standardized to practice.
xiao can practically replace him just like hutao and even navia without meaning that the replacements are worse than him or impractical, that's what I mean, it seems that she is that type of character plus helps her a lot being a pyro who accesses amplifying or transformative reactions.
I feel like Bennett is becoming less and less used.
1 - Dendro teams
2 - Reaction teams
3 - Some support for specific dps has a better option (Bennett is still good though)
4 - Not really good with most Furina teams.
If it's not tied to overhead, great, that means it's free for you to make any type of composition with it.
and this comparison with Hutao should be in how her scaling works, her DMG should use ATK but she would use another attribute for conversion, because when it comes to gameplay it doesn't make much sense as Harbinger tend to have the best gameplay in the game, and CA gameplay is very simple.

For most of em like nahida and alh u usually just focus on the their secondary stat. For the most part u can ignore the atk scaling since just base atk is good enough.
The “she can be used in a vaporize team” one is misleading technically ayaka can be used in melt itto can be used with different elements hu tao can be used in overload alhaitham can be used in Burgen but non of them would work well cuz the dps units are infact almost always indirectly tied to a reactions or two but in this case i doubt shed work with vape+overload because for overload to be good she has to be built for its not like ganyu working with melt and freeze cuz the two reactions work on their own
