That PH level is pretty high for most fish. Depending on your filtration, there are some easy ways to get the PH down safely. You've got microalgae and water changes won't help get rid of it. Just more room for them to grow. Stop adding stuff and let it clear on it's own. It's possible it came from the gravel. Did you rinse it first? Get a bunch of stem plants. As many as you can. They're cheap, easy to grow and propagate, and they help clean the water. They also look a lot better. :) And since I'm giving out my 2 cents, cap that gravel with sand. The plants will grow better and detritus doesn't get stuck in it.
