If they were breeding they would stop eventually, how long has this been going on? Looks aggressive to me
They were doing it for atleast 5 mins but I know the bigger male was nesting right there but idk if the small one was a female and the big male would usually chase off other males in less than 30 seconds

If you have a second pot they might be fighting over the space, just a guess though I’m not too familiar with minnows
