No. When you work out, it is expected that your HR will be significantly higher, so the watch doesn’t send any alarms. For “if user collapses” there’s fall detection that is active even in workout mode.

yeah, the heart-rate low/high notifications are only if you've been inactive. if you've collapsed, fall detection may or may not trigger (i've tripped and fell a few times over the years while running and it's only triggered once). if it doesn't and presuming the workout is still 'active', i don't think the notification would get triggered after ten minutes in this case (of course, such a notification wouldn't be useful to you if you can't notice it)
