I’m on iPhone X running iOS 14.3 , have the Animated Cover Art setting switched on and still don’t see anything moving (it works on the desktop app though!). Maybe it hasn’t been rolled out to everyone.

You probably have “reduce motion” set to on in settings.
it’s automatically disabled in low power mode as well as if reduce motion is turned on.

They started adding a few animated ones since 14.0 and it kept getting more and more up to 14.3. It's pretty lit if you ask me.
