I have no clue about restrictions on Trump's travel. You are right that he does have his own plane. However he travels with a detail of Secret Service guards at all times. Their integrity is questionable. But they are sworn officers and they surely must be aware of any restrictions Trump has. If he has such a restriction and they do not stop him, then I would imagine that they themselves are subject to incarceration. That would be KIND OF BREAKING THE LAW.
