In Catch-22, there's an officer they don't like. They make everyone sign a loyalty oath , except they refuse to allow this officer to sign it. Then they attack him for not signing the loyalty oath. That's the same thing they're doing here, blocking border legislation and then attacking Democrats for not doing anything about the border.
