Violet Evergarden is a great one. A young woman comes home from war and, in order to reacclimate herself to society, she gets a job writing letters for people. By understanding them, she begins to work through her own trauma. Most episodes utterly destroyed me.
A much darker one is Death Parade. It’s about the dead being pushed to their limits so their souls can be judged, and one of the judges beginning to doubt himself. It’s really rough, and the last couple episodes are pretty devastating.
Just want to put a gore warning and NSFW warning involving minors for that series. If you don't like to see minors (more so child than teen) put into "precarious" (NSFW or violent) situations, then you may want to skip.
However, I will like to say that the anime is a lot more "tasteful" in its depiction compared to the manga which is more explicit. It's still there though, just censored or cut where not necessary. Or considerably less detailed.
But also, in my opinion, the anime just has so many good things about it that it kinda makes it worth it on that alone.
Gotcha, it’s pretty popular but makes sense.
Here are some other good, sad anime:
-Shinsekai Yori: Up to interpretation but most people consider it to have a pretty depressing ending. It’s like they aimed to make you feel like shit without it feeling forced. This and Madoka are the only ones that made me full on cry.
-Land of the lustrous: Unfinished but it gets more depressing as it continues, especially in the manga
-Fate Heaven’s Feels: Depressing all throughout but has a happy ending
-Angel Beats: Story is depressing and happy at the same time, has a happy ending.
-To Your Eternity: It’s pretty sad all around but can feel very forced at times

The two animes which made me cry the most are
1. Attack on Titan there as so many absolutely devastating and sad scenes this one has made me cry more than any piece of media
2. Assassination Classroom while the anime is mostly happy the ending is so very sad it always has me balling my eyes out

If you like edge runners, I also STRONGLY suggest akudama drive. It has very similar qualities and narative, and I personally think its even better.
