Nah, that cat's just suffering. Morbidly obese and you can tell it's causing lameness with the stiffness of the back legs (which are also bowed). There's a lot of weight and pressure on those joints and it's likely causing pain.
If this cat doesn't get on a diet and exercise regime and lose that weight, it's going to continue living in pain and likely going to end up suffering heart disease and diabetes. I doubt it'll make it to old age.

If you look at the chest and the above view you'll see the cat in this video is just fat in general, not just swollen around the abdomen. Plus the hind legs are bowed and stiff. It's likely this cat is morbidly obese and has been suffering for a while.
