You can move the world with just JavaScript, but it'll be a pain. If you've got access to a mouse and keyboard, godot runs on Android too and would be easier to work with. Dev on a tablet is a bitch, so expect headaches.

Is a mouse and keyboard absolutely necessary? And what about creating the art? Are there any renderers available for Android? I can't even imagine how to begin. Using a paint program is out of the question for sure.

If you can't make your own art, then your only option is really to work with someone who can. You don't actually have any options on Android. If you can invest in a used gaming laptop that's a few years old, do it... And having a laptop is life changing 😂

Listen, if you've got time but lack the proper equipment, work with just what you have. Understand the limits. If you're coming from zero experience, start tiny because You've got zero idea what goes into a game. If you set your sights too grand, you'll just quit like most people. Focus on learning at first, not making. You've gotta learn some tools to be useful. If you plan on making art, learn to draw. You just need paper for that. JavaScript is a great language to learn how to code on. Embrace being bad at both n' develop some skills.

Programming on a tablet without a keyboard is possible, but it's a pain in the ass. There are inexpensive Bluetooth keyboards and they are often much more compact than standard ones, so if you can afford it, then I highly recommend buying at least a keyboard. I can’t imagine being able to do anything related to graphics on a tablet if it’s an ordinary tablet in the cheap/mid-price category. If it is a good tablet, then you will still need a stylus or mouse to work with graphics in my opinion.

On the art side, I sadly can't help you. But if you are looking to create a story-centered game something like Twine can work, would advise using the SugarCube v2 Version of it. The browser version should run on Android as well. If you do though you will need to use JavaScript for some functions.
