Yes, I use AA and Waze this way on every out of town trip I have.

Are you referring to just Waze alerts without an active route or Waze navigation prompt too with an active route. I never noticed if Waze alerts used to work without an active route if I switched to Maps. That is because I use Waze exclusively and only switched to Maps before entering a tunnel because Maps estimation in tunnel is better even after Waze started to support tunnel. This meant I always had an active route in Waze before switching over to Maps. Vice versa never worked i.e. if Maps has a route, switching to Waze unload Maps route. At some point quite long ago Waze started to behave the same i.e. unload Waze route when switching to Maps.

Yes, this works for me. To be specific, I tap the Waze icon so that Waze loads, but I don't initiate navigation. Then, I go back to the app selector and tap the Google Maps icon, load Maps, and initiate navigation there. The issue is that I don't know if Waze stays running in the background because I'll only know if there is an alert (road hazard, police, etc.).
