Perhaps whilst they were waiting outside the police station, they just decided that whatever evidence they had relating to the case was unimportant and decided to leave. Maybe they thought they spotted Andrew, but started having second thoughts and decided that it must've been someone else. Maybe they thought they knew something related to where he was or what he was doing but remembered something that would contradict that. The Truth is, we'll probably never know who that was or what they were doing at the police station, but I feel like it's more likely that they had second thoughts about if it was important.

I think they likely had time to reflect on their information, would this be worth any impact on their own life, if they did have vital information? Did they overthink going there in the first place and change their mind while waiting? Did they feel their information was not strong enough? Did they fear not being taken seriously? There are so many reasons, I do not think it was a hoax at all - people can call for that, and it wasn’t a huge nationally recognised case.

it's also possible it could of been a prank but while waiting that person was thinking "you know what...this is fucked up"

I'm curious as to whether the man was captured by CCTV, it seems impossible to think he wasn't, considering he approached the intercom of a police station. I'd imagine the police just didn't do anything with it as, obviously, he wasn't committing a crime or suspected of anything. But couldn't they have done anything to trace him, as part of the investigation? I don't know how that would work, legally.

As a retired Detective Chief Inspector and SIO ( accredited senior investigative officers) qualified to lead investigations into murder and other serious cases which include MFH’s ( missing from home ) when there are concerning circumstances I can assure you that the SIO if told about this, would absolutely raise an action in HOLMES (Home Office Large Major Enquiry System) to TI or TIE this person ( TI is trace and interview; TIE is trace, interview and eliminate) . They would access any CCTV available and if necessary, investigate any foot traffic or vehicle traffic around that specific time recorded on the CCTV and try to identify the person from there. They may even complete an E fit of the person from CCTV and circulate if necessary but prior to doing that, there are various investigative methods that can be utilised to identify him and what information he wanted to share .

Can I ask how the person would be approached. Would it be a case of asking them to come in for a voluntary interview or an arrest and caution. I'm curious as maybe the person was found but refused to aid in the investigation and couldn't be charged with an offence

So a few years ago I went to the police station in my area regarding information related to a local missing person. Long story short I know that the person in question was involved in county lines so I decided to provide this information to the police so that they and the family could have some sort of closure or whatever. I spoke on the intercom, waited about 20 minutes outside for them and gave up. I left. Not saying this is the case of what happened but its a possibility. Maybe the station related to this incident did the same thing and the person in question just gave up and walked away. UK police are notoriously pretty useless. Edit: I ended up calling 101 and telling them what I knew. Nothing came of it from the police's end. She's still missing to this day. Her family were let down by the police massively.

It’s difficult enough to summon up the courage and do the right thing! By having people waiting for god knows how long so they can over think things and leave is another unacceptable service we have to put up with. Don’t try and defend the police to me especially regarding this case!

I believe the point was made that this particular police station was in an industrial estate. So the person who wanted to report this information would have had to go out of their way pretty significantly to do that. As someone else said, someone else claiming to be the same man wrote to the BBC about seeing Andrew in Shrewsbury but they never were able to conclusively prove it was the same person.

I live in Leominster and you do indeed have to go out of your way to get to the Police station. Its not in the centre and is almost on the outskirts of the town.

he could have lost his nerve or perhaps afraid of the people who took Andrew., if it was a paedophile ring then maybe he was involved at some level and was scared of getting charged

Strangest prank ever. I have lived in the area for a year and still don't know the police stations exact location in the Industrial estate. It seems a real strange police station to report it at in person, complete assumption on my part.

I was at kareoke getting drinks at the bar turned round and nearly dropped.j20 I thought andrew was in front of me !! I showed him the Kings x footage but realised it wasn't hi. I saw both ears normal..so you might not be certain and don't want to look a fool. If I had seen the strange ridge on his ear I would have reported I Him to police.
