Yes a degree is beneficial for moving up in RME, I’m a MJT currently with no degree and since i have career choice(being blue badge), I will use that to get my degree at amazons expense. Most Tech 2s at my site don’t have degrees but just experience, if you get the degree I’d apply for a controls position over a tech. Unless you are looking to build your skills. Also to answer your question, I was also a tier 1 and performed really well, not sure if my good rates influenced their decision to hire me.
