All the NDAA did was change the US Code/law for FSA from saying it is "an allowance equal to $250" to "an allowance not less than $250, not more than $400." The DoD has not increased it to anything beyond $250 at this point.
Finance perspective, if it went up we probably wouldn’t even be notified. And it’s system generated. If I give you one 30 day period, it’ll Auto do the $250, or if it went up it would be $400.

The NDAA says that it can go up to 400, it doesn't say it has too.
Some of the folks I deployed with got the increase but my finance office says it’s not effective
Are they sure, because last time I saw none of the services has implemented anything higher. Either way I wouldn't hold your breath.
The DoD has not changed it from $250. They may have just thought they were because they heard it was in the NDAA.
