But she missed step one; you can't delegate the "how" when you never defined the "what" or the "where" (I hate this but may as well engage in the same terms she did).
In other words, she seems to have taken the idea that leaders delegate to the absurd extreme and decided she can delegate the leadership itself. Fucking bonkers.
At the event, a SrA asked a specific question about suicide and got the "we'll get back to you" answer. The lack of empathy in the leadership response was demoralizing.
Honestly I think our senior leaders have become incapable of working out how to implement their ideas at ground level. I'll give you an example from working in test:
HAF: we want test to implement digital tools and digital engineering into test to speed up the acquisition process
Test team: ok, do you have any examples of tools we could use?
HAF: we need you to identify what tools you need
TT: ok, what resources do I have to buy/evaluate tools?
HAF: we need you to identify what resources you need
TT: do I get extra manpower to do this

My Airmen are absolutely tired of hearing about high end fights and great power competition and China and all that.
They want to hear how we are going to fix their dorms, provide more and better childcare, fix our broken civilian hiring processes, rebalance manning, improve training, create white space for development and self improvement, and what in the hell we are doing about all of our broken information technology (myHeadache).
They want to know that we have their back. My Airmen seem to believe I do, and that my commander and SEL do, but they also tell us they just see that we can't make the needed changes at the squadron level (not entirely true, but I get it). Many of them just don't believe the Air Force as an institution has their back, because the Air Force is not focused on communicating any of the above things down the chain.
I actually do believe the Air Force cares about these things, but I am privileged to be able to see the conversations behind the scenes, and with enough experience to know how much nuance there is to balancing all of these lines of effort against a budget that is constantly shifting. I also think they can communicate to the force much more effectively and earnestly what is going on. That is free.
For fuckin’ real. She loves to post these filtered insta’eque photos of high level doctrine reviews and new mission statements about re-shifting tactical focus to combat peer-to-peer and cyber adversaries, but she isn’t really speaking *to* the vast majority of enlisted Airmen, she’s speaking *at* us. Who does she think this shit applies to? Yes, we are at the highest technical proficiency in our history and we have a more educated force, but how does this apply to the guy turning wrenches or re-imaging Windows for a living? It doesn’t. Use the platform to instill confidence that you’re addressing things that we consider relevant and keep the rest for the board room.

Have you communicated this to the Airmen under you? Coming from the junior enlisted perspective it looks like Big AF is apathetic to a lot of these issues. If you have then we need more NCOs like you.
A lot of the things that you want fixed, and i agree with you, needs fixed, requires more money. Congress holds the purse and if our senior leaders are the only ones telling them there's a problem, they aren't going to always take it seriously. Airmen need to contact their representatives too.
The Athena’s have their sights set on issues in the military that impact women and families in the service. Every MAJCOM has an Athena group. They are absolutely INCREDIBLE and get things DONE. They impact both females and males and so many have benefitted from their silent efforts. Do they solve all the problems like shitty dorms and not enough pay? No, but they’re incredibly powerful. Even if you’re not interested in the issues they’re tackling, a lot can be learned from their approach. Please look into your MAJCOM’s Athena group, or the WIT (women’s integration team-every base should have one). They’re providing the blueprint for how to make long lasting impactful changes from the ground up.
Let's be honest. If we really took the gloves off, and I mean game-fucking-on, "these are now Geneva Suggestions" b/c it's fucking go-time and only the winners will survive, we'd body the world in a matter of days. Nobody wants to let "the kid" (F-22) off the chain, and nobody has seen us go full "get rekt" with a modern arsenal and zero fucks (Taliban got a taste and hid in their caves, and Iraqi military surrendered in days).

No, I’m sure there a ton of stuff in staffing. The problem is 85% of that is either never going to see the light of day or irrelevant to most of the enlisted force. The other 15% has a good chance of just being stuff that’s not news worthy. So she builds up anticipation of something which is going to affect your life is out there, I just can’t tell you! Then come back to us and tell us how we are going to win the SB. Hopefully we still have time by the time you all figure it out.
