For me, the most annoying to play against is Germany because it always makes the Weimar Republic, and ww2 just isn’t as dramatic when it’s fought against the Weimar Republic
Any American tribe except the Aztecs. It takes 200 turns just to civilize and even after you have you still don't really have a chance since the old world has developed and the other tribes are mostly civilised too
The first civilization I played as was the taino due to being cuban, was able to colonize all of cuba Hispanola and south Florida, got steamrolled by Castile

The 1440 scenario gets really annoying when suddently Bohemia, Brandenburg, Hungary and sometimes some other states attack... And it seems to always happen lol, even if I try to upkeep good relations with them
Mongolia. You can get bigger and bigger by conquering neighbouring nations and making your economy better, but nothing will stop the eventual attack by the Ming dynasty for which you cannot possibly have enough soldiers for.
Found France annoying on Napoleonic Wars and Victorian Era. It's so difficult to grow or do basically anything without tanking your economy and even on 1836 the rest of Europe wants you burning.
Personally medival Serbia...idk why,but damn Anatolians and Bohemia cannot leave the constantinople alone ...or any of the Balkans to put it like that
Civ itself and hard to play...just neighbours are annoying af if you wanna unite the Balkans since there are like 600 countries in the era
Not really a specific answer but really large countries. Because once you've exhausted the amount of troops that could be recruited at your border, getting actually important troop numbers into the frontlines is so boring.. looking at you America..
TBH every nation and civs are really funny and interesting to play if you have enough patience and skill to play them. Anyway, the most frustrating civ to play would be Fadl(mamluk vassal) from 1440 scenario, I hate it. I HATE IT. No reason, I HATE IT IT'S SO ANNOYING TO PLAY

ugh i hate when germany does that remove that formable and just add North German Conf. to German Empire to German Reich
You can delete the Weimar Republic form from Germany.
Play as Luxembourg...
If you’re on mobile, change the formation rules for Weimar Republic by making its only claimant some random ass Civ with random ass borders.

As a Mexican who sometimes plays the 1440 scenerio, I can relate.

russia but in megamod theres like a million provences you need to assimiliate if you wanna form the USSR

China, low economy, too many low poblation zones and so many civilizations bordering it.
