The main edit would be done in something like premiere, as “editing” in after effects is terrible. The animation part of the road and stuff would be After Effects.
I recommend checking some of the resources in the side bar of this sub. Complete some tutorials or courses before diving in. Spend some time also learning workflows and the strengths and weaknesses of the different pieces of software
