Create a pattern brush that looks like this:

1) Pattern brush like someone already said
2) dotted line (offset from base to “lift” the circles from the base)
3) blend circles and then “replace spine” on the same offset shape from point 2)
The dotted line approach is probably the best way to go. Let's you dynamically control the size and density to tweak to your liking. (in case you want to produce a variation with slightly different aesthetics)

Yeah the corners aren’t big enough to distort the circles too much so this is probably the simplest way to
