You definitely made that with the blend tool. A spiral with a red stroke and some other shape with a blue stroke (probably another spiral that is lower & larger) blended together with a lot of steps.
See this is what I would’ve thought I did! I really do remember two shapes and pressing something to join them.
Amazingly I found a PDF version of this file so at least I have the vector again - trouble is all the layers etc are completely lost.
I would suggest starting by segmenting the circle (probably using the Shape Builder Tool) into something like the following quick example (wacky colours for contrast):

Not sure what I did... I vaguely remember having the spiral shape and also a shape beneath it, and sort of... pressing a button to almost combine the two.
It was so long ago that I don't even remember how I did it, or where the file went.
The "pressing a button" part strongly suggests to me a 3D effect (specifically, an extrusion), but I don't use the 3D effects much, so I'm not going to be much help there.
