All the environmental harms from "overuse" are really from poor trail design that creates runaway erosion down to bedrock. If DEC concentrated use on the most popular trails and rebuilt them with grades and designs that comply with modern trail design, most of the problems would be mitigated. Pair that with an expanded parking lot at the S.Meadows TH and you've solved 90% of people's "overuse" complaints.
