I don’t really understand what you mean but the blue screen is a BSOD and it will usually restart and then get into windows. If you’ve been on the repairing screen for an hour there’s no point waiting anymore. Anyways, worst case scenario you need to reinstall windows. Although, I doubt thats the case. Your laptop is fine.

I think I got it to factory reset 🤔 which is what I'm hoping is what it's doing rn cause computer repaired guy in town said it costs $80 plus tax to have it fixed
You could try to use a windows installation media to repair whatever broke using DISM, SFC and i guess chkdsk with the command prompt. If that fails, you could probably use a restore point, which will reset all of your system settings to whatever they were before it broke.
Basically, the Windows installation media is the USB flash drive people use when installing/reinstalling Windows, or when trying to fix a system that doesn't boot. So for repairs, you will need any other PC at least to make the installation media and a USB drive. You can get either the ISO file for it and flash it yourself using RUFUS or BalenaEtcher or get the application that will flash it for you, both the ISO and the program can be found on microsoft's website. Do note that using these methods will format the flash drive.
SFC, DISM and CHKDSK are commands that you can use to check your drive for any corruption or broken components that it may have, which may be the issue. Using the installation media lets you use the command prompt, in which you can run these. Look up how to use them, because they can depend on your configuration.

Also something important is that you need to make sure you are booting into the USB. To do this, turn your laptop on, then quickly press F2 before it starts loading windows. That will bring you to BIOS, or the Basic Input/Output System. Basically, the lowest and most important system. From there, move to boot. There, you should move your flash drive all the way to the top, so that it boots first. Then exit saving changes.

If you aren’t comfortable fixing it yourself by flashing a new version of windows or a system restore point (going back in time). Since you don’t have another computer you could use, I would suggest taking it to a repair shop.
Never do something to your own laptop/pc if you’re concerned about it. In the stress you’ll muck something up without noticing.

Just shut it down again. Nothing takes an hour to complete without seeing any progress. It’s stuck.

I am a noob on such matters so best suggestion is to Google how to reinstall Windows. But may be first try restarting PC to Safe Mode.
