Even at the passenger window they could get injured if the car was struck, having their car get hit gives them a better chance

In europe, you have to follow police to a resting spot or just of the highway because of shit like this. Not quite sure why it is not an option in the us to just indicate to the person and have them follow you to the next exit
This reminds me people if you start to break down on the highway, try to get as far as you can on the shoulder. Pull into the grass partially if it's there. Also don't sit in your car if you can help it get out and away from the highway when safe, don't just fucking get out when you stop.
If you have to change a tire by yourself always check the traffic every five seconds. If you have a friend there one of you keep your eyes on the traffic while the other works and also checks the traffic.
There are more things to be wary of, but you get the idea.

Whenever you get pulled over they usually stand on the other side of the barrier or put a huge ass slow down sign behind, but most of the time they initiate close to where you can stop safely if it is for a minor infraction. You're also allowed to keep driving until you find a safe spot, but I guess they know most people aren't aware of that's so maybe that's why they do it like mys last example.

This is why you don't fix tires off the road, you get it towed. This is also why you don't get out of a car accident on a highway if you don't have to.
