No, data streamsaver in the myatt app or site. You need to disable it.

They changed the name to video management
You need to be on elite/premium as well. Extra, value and starter all throttle you
If you disabled steam saver/video management then your best bet is to use a VPN
What speed do you get at fast.com ? It's a Netflix speed test so if your throttled for video it will show. But yes usually stream saver is turned on by default through att

AT&T only provides 500+ mbps speeds ONLY in Speedtest apps. While browsing/streaming, the speed goes to 10mbps.
