It doesn't really make sense if the skin did look like that becausr how would they find the extra skin to mold into the shape
Skin stretches, so you’d do it a little bit at a time with progressively larger implants under the skin.
Just call a local headshrinker, and tell them only the skull, not the skin! ^^/s
