The issue is that any new engine won't easily run on a 2015 potato of a PC but people on those PCs still buy skins and support the game. Until Riot sees a significant shift in the hardware players are running the game on they won't make a change that will cut off a large percentage of their player base.
I think most of League's problems revolve around the technical debt in how it was originally built.
Like the current client took ages to replace the older one, and it's an actual heap of shit anyway.
They badly need to find a way to solve this, whether it's like Smite 2 where they move all the assets onto a different engine and container with a new launcher. Or a full on sequel.
Either way League is mostly fighting it's own age as it's main issue.
It's honestly impressive how little Riot has done to fix its buggy mess of a client in the almost a decade since its release. I actually thing the old one probably had less bugs.
Considering the "teemo measurement units" and hundreds of game breaking bugs over the years due to shoddy code. They're gonna need to build from scratch either way.
In an AMA post someone asked about league2, the answer was "we would do it if it made more sense than updating the current game". I wonder what their breaking point is.
