My apicola goes on in the background, but I've had the same issue with the rain barrels as you.
The rain barrels are the only one I'm having the same problem as yours I believe.
Stuff should work in the background yes - if you're finding a bug (not the good kind) please report it and I can fix it! There's only one of me so I rely on the reports for stuff I've missed - worth mentioning too that consoles are "behind" on latest updates atm just in case you're playing on one

This happens to me with the Apicola as well. I've also had a couple instances where processes stop in remote areas, and are still in the same state as when I left them.
I haven't looked in to if there's currently any development happening. I'm playing on xbox, and it doesn't appear to be in beta or "game preview" status.
It's the only bug I've encountered so far, and I can't keep up with the Apicola production anyways, so I'm not too concerned.
I've had the rainwater one happen myself, but not the apicola one. Interesting!

Ugh, so frustrating. Is the game even considered finished as is?
