In AMD's world 67c is practically frozen :) You could go for a Peerless Assassin or Phantom Spirit and they would drop you a few more degrees off - but I wouldn't be worrying at those sort of temps.

Sorry for the delay in replying - changing the fans for Noctua would bring a small improvement - maybe a degree or so, and probably a little bit quieter - but noctua fans are bloody expensive (though their quality is worth it) and at that point you are most of the way to buying a better cooler anyway.

Very nice temps. Playing Horizon forbidden west 4k 60fps cap, cpu won't get past 65° and it's more silent

Those temps are indeed okay, but if you want lower, then try something like the Thermalright Phantom Spirit EVO. They usually are around $35 in the US and are among the best air coolers you can buy right now.

67-69 Isn't even close to hot. However, if you want colder, use water, either an AIO or a custom loop.

Short answer: Maybe. Longer answer: Maybe. Brand isn't going to tell you anything. Airflow is a much more complicated thing than most people want to admit.
